Legal Assistance
Included in this list are organizations that provide free or low-cost legal services to victims and survivors of abuse, as well as to others who qualify. Even if the organization does not have a lawyer available to represent you in court, you may want to ask if there is a lawyer with whom you can consult to obtain advice. We list the organizations by the county where the office is located, but many offices serve multiple counties. We indicate the “counties served” whenever possible. Maryland Volunteer Lawyers Service (MLVS) provides civil legal services to Marylanders with limited income at low or no cost. MLVS assists clients with cases including, but not limited to: custody disputes, tax issues, child and adult guardianship, landlord/tenant conflicts, foreclosure defense, criminal record expungements, and consumer cases. Maryland Volunteer Lawyers Services serves Central Maryland, the Lower Shore, and Western Maryland.

The Tahirih Justice Center primarily provides services to immigrant women and girls who have been victims of domestic violence, sexual assault, and trafficking. Clients do not have to be United States citizens. Services include free immigration, family, and civil legal services, forced marriage protection, social services, policy advocacy (domestic and sexual violence, gender-based asylum, fair immigration laws, and more), and training and education. Walk-ins are not accepted.

The House of Ruth Maryland provides services to victims and survivors of domestic violence. Services include a 24-hour hotline; emergency shelter and transitional housing; prevention and education; intervention; and legal advocacy. The House of Ruth Maryland’s Marjorie Cook Domestic Violence Legal Clinic helps victims obtain protective orders, peace orders, and divorce decrees, custody of their children, and child support. Serving Baltimore, Montgomery, and Prince George’s counties.

Services include: a 24-hour hotline, counseling, legal services, emergency shelter, safe hospital accompaniment, crisis intervention, and outreach education. Heartly House, Inc.’s legal services program provides legal services free of charge. On-site attorneys represent clients at protective order and peace order hearings in district and circuit court; attorneys represent a limited number of clients in family law matters in circuit court; victim advocates provide accompaniment and support for civil and criminal proceedings; advocates also provide safety planning, advocacy, referrals, support, hospital accompaniments, information on courthouse protocol. The D.C. Volunteer Lawyers Project (DCVLP) has offices in Washington, D.C. and Montgomery County, Maryland. The Maryland office provides pro bono legal services to domestic violence victims (including dating violence, sexual assault, stalking, and gender-based violence) and at-risk children. DCVLP attorneys can assist with protection orders, custody, child support, divorce, and other family law matters in Montgomery County.
