Included in this list are organizations that provide free or low-cost legal services to victims and survivors of abuse, as well as to others who qualify. Even if the organization does not have a lawyer available to represent you in court, you may want to ask if there is a lawyer with whom you can consult to obtain advice. We list the organizations by the county where the office is located, but many offices serve multiple counties. We indicate the “counties served” whenever possible. Northwestern Legal Services (NWLS) provides free legal representation to low-income people with civil legal problems. Cases NWLS handles are: education and employment, health law issues, family law (domestic violence/protection from abuse, divorce separation, and more), housing law, public benefits, social security and SSI, unemployment compensation, and consumer law. The Warren office serves Cameron, Elk, Forest, and Warren Counties.

Southwestern Pennsylvania Legal Services, Inc. (SPLAS) provides legal services to low-income people with civil legal problems, especially those with an emergency nature. SPLAS’ services include legal representation, community outreach and education. Laurel Legal Services, Inc. provides free or low cost legal services to low-income and elderly individuals. Laurel provides free legal representation to most domestic violence victims, regardless of income. Laurel Legal Services caseload covers housing (securing and preserving safe, decent, affordable housing for low-income people); family issues (domestic violence, child safety, health and independence of low-income children, families, and individuals); economic stability (SSI/SSD unemployment, public benefits, and educational benefits).
